An excerpt from "Your Foal: Essential Training for the Young Horse":

In the end, actually getting your colt haltered is a piece of cake. By now he should be so used to hands and various objects coming at him and rubbing him, that a simple halter is no big deal (a relief, maybe). Take your halter (preferably not a rope halter at this stage, its "thinness" will cause pressure points and not help us during today's training), remove the lead rope to simplify things, ball the halter up in your hands and... you guessed it, desensitize the horse about the head and neck. When he's relaxed, unfold it and do the same, making sure to droop it purposefully over his ears, up and around his muzzle, etcetera. Mock the same motions you'd go through to actually place the halter over his head, reaching around his head, bringing the halter here and there... and finally just put the darn thing on him. (Don't be all ginger about it. Prey animals know when you're sneaking around and that really sets off alarms.) Pause and pet a moment or two, then unbuckle the halter, slide it up and down his snout several dozen times and finally remove it altogether. Put the halter on and take it back off till he's okay with the procedure, then do everything all over – but walk away from him then back to him between each repetition. You may be surprised how startled they can become when approached from different angles. Check off today's box three – you've haltered your foal.
